Who is at fault if two cars collide with each other when the traffic lights are broken at an intersection?

According to Florida law, when traffic signals are broken, the intersection acts as a four-way stop intersection. Therefore, the driver that failed to yield to the car to the right of him/her is at fault.

See: § 316.1235, Fla. Stat.
